Having led utility modernization initiatives across North America, Mo is a trusted advisor in decarbonization strategies, lifecycle cost optimization, and strategic energy planning. Nadia brings 10 years of experience with a background including financial operations leadership, procurement including P3 alternative delivery procurement, and long-term capital strategy advisory. She expertly guides stakeholders and partners looking from multiple priority lenses by transforming complex financial and technical data into clear, communicable reporting. Ms. Luqman is engaged in the advancement of complex public initiatives from concept through implementation planning. She is recognized for her work with elected officials, senior leadership, implementation, and technical teams. Her approach combines financial rigor, stakeholder engagement, and structured oversight to help private and public agencies make informed capital decisions that are fiscally sustainable and operationally sound.
Additionally, Nadia is an infrastructure and capital programs strategy advisor supporting public and private clients in long-range capital planning. Nadia brings a governance-focused perspective to complex initiatives, ensuring that strategic objectives are aligned with fiscal discipline and public accountability. Her recent work includes development of capital projects and planning frameworks, life cycle cost evaluation, infrastructure and vertical development cost analysis, and alternative delivery pathway assessment.
